I do think the desegregation of police departments has changed the culture, regardless of what we just witnessed in Memphis. I was more involved in the affirmative action fight with the SFFD and wrote about it here: https://mollymartin.blog/2019/12/12/why-i-hate-firemen/

But we still have a long way to go. See the documentary Women in Blue about Minneapolis: https://womeninbluedoc.com/about/. Their female chief was thought too progressive and they ran her out before the Floyd killing. I have great regard for the women and POC who are trying to change police and fire depts. from the inside.
